Lantern sleeve

It is a full gathered sleeve attached to a drop shoulder garment. The Lantern sleeve could be either long or short. Jackets to dresses anything can have a lantern sleeve.
It can be worn to Camouflage flabby upper arms. Lantern sleeves slim down the upper body and it looks good on narrow shoulders.
